  • Citrus Heights police return to publishing daily logs

    Residents looking for daily reports of police logs in Citrus Heights are now able to access them on the Police Department’s website again.

    In a March 9 email to The Sentinel, Police Chief Alex Turcotte said the decision to resume publishing public logs was made in response to requests from the community to bring back the logs, which had been published daily on the department’s website until being discontinued in 2019.

    Turcotte said in a followup phone call Friday that the department has about 250-300 calls for service on average, with additional phone calls also being fielded by dispatchers. Citing a recent 24-hour period, Turcotte said the department had 250 calls for service, 381 phone calls, and 47 reports, which he said is typical.

    Annually, the department averages about 90,000 calls for service. Turcotte said a call for service is “anything that gets an incident number,” and does not include calls where dispatchers were able to resolve the call over the phone and no one was dispatched.

    The department’s new incident logs page lists a report of most calls for service, with a time listed, location, and brief description. A separate tab lists arrests made each day, with the name, address and criminal charges listed.

    Business names and cross streets are typically included, but street names do not include numbers or the hundred block of the address, leaving some locations vague. Turcotte said residential addresses are not listed for privacy, except in cases where an arrest was made.

    The page initially categorized logs by “activity logs,” “arrest logs,” and “report logs,” but Turcotte said a decision was quickly made to merge the activity and report logs together for clarity. Moving forward, he said incidents that ended with a report being made will have the report number and a brief description added to the activity log.

    Incidents involving a report being filed are typically where a crime has taken place or when a collision occurs, the chief said. Turcotte said some police activity will not be included in the logs, giving examples of certain domestic violence calls with sensitive information, or incidents involving police surveillance.

    Log descriptions are noticeably more brief than the department’s prior logs, but take up less staff time to produce. Turcotte said he’s “trying to release more information than not,” but acknowledged that log descriptions are limited due to several interests being balanced.

    “We want to balance the interest of the public to know information with the rights of other members of the public to privacy,” Turcotte said. Logs previously took 3-4 hours per day to prepare for release, whereas the new system only takes staff between an hour to an hour-and-a-half, he said.

    Dispositions for each log entry were also previously included up until the daily logs were discontinued in 2019, but are not included in the new logs due to technical limitations, Turcotte said. Currently, each officer enters a disposition code when dispatched to an incident, but on incidents where multiple officers are dispatched, the system is not able to automatically determine which disposition code should be listed in the public log.

    He said in cases where multiple officers respond, the disposition code for most of the officers just says “assisted,” but that would not be the actual outcome of the incident.

    Turcotte said his team is in contact with the department’s vendor to add a disposition for each entry, but currently entering the correct disposition would require a staff member to review the details of each incident in order to determine the correct disposition, which would take significant time when multiplied by hundreds of calls.

    Turcotte said the department’s new public logs are “a starting point for now,” but are a work in progress with changes already being made. He said members of the public wishing to share feedback can do so by calling the department’s non-emergency number at (916) 727-5500, or by submitting a comment online on the police department’s website.

    In November 2019, the Police Department stopped posting daily incident bulletins, with a spokeswoman telling The Sentinel that the reports had “become too cumbersome and time consuming for staff to continue to produce.”

    That decision prompted several letters to the editor from disappointed residents who found the logs to be a valuable source of information about local crimes and trends. Additional letters have also been published since that time, with Turcotte telling The Sentinel in December that he was reviewing the matter and looking into an automated solution.

    Logs resumed being published this month, with the first date included being March 1. Logs are posted daily, except for weekends and holidays, when they will be posted on the next business day. Logs will be kept online for 30 days.

  • 2017 Citrus Heights Police Logs: gun theft, gas siphoning, jewelry heist

    Latest Citrus Heights police logs in April include reports of a vehicular assault on Sunrise Boulevard, two grand thefts involving a stolen rifle and $10,000 of jewelry, more transient trouble outside local businesses, and reports of gas being siphoned from a truck near Tupelo Drive.

    The following is a summary of select incidents listed in the Citrus Heights Police Department’s daily incident bulletins, from April 14 to April 20, 2017:

    April 19, 2017: Total of 44 incidents listed.
    Incident report categories of note: 22 disturbance-related, 6 homeless-related, 2 burglaries, 3 collisions, 3 assaults, 4 vehicle thefts, 4 petty thefts.

    3:03 p.m., Burglary, Greenback Lane. An unknown suspect reportedly broke into a structure on Greenback Lane and went through items, but nothing appeared to have been taken. Disposition listed: advised.

    4:21 p.m., Grand Theft, Easthaven Way. A 22-caliber rifle was reported stolen from a location on Easthaven Way, near Van Maren Lane. Information was provided on a possible suspect. Disposition listed: report taken.

    6:30 p.m., Verbal disturbance, Red Robin on Greenback Lane. A transient woman was reportedly “yelling about chemical warfare” and shouting at customers from outside the restaurant. A description provided said she “has no shoes on and apparently has no toes.”

    April 18, 2017: Total of 64 incidents listed.
    Incident report categories of note: 12 disturbance-related, 7 homeless-related, 5 burglaries, 9 petty thefts, 4 collisions, 2 assaults, 6 stolen vehicle recoveries, 4 stolen vehicles reported.

    6:59 a.m., Stolen Vehicle Recovery, Summer Hills Apartments on Sperry Drive. A man reported locating his stolen motorcycle, but after getting on the bike he said “possible suspects came out with guns.” According to the incident log, he was able to leave the area with his motorcycle. Disposition listed: report taken.

    10:34 a.m., Grand Theft, Twin Brook Court. Police were notified that jewelry valued over $10,000 had been taken sometime over the past three weeks from a location on Twin Brook Court, near Van Maren Lane. Information was provided about a possible suspect. Disposition listed: report taken.

    1:39 p.m., Petty Theft, Pikes Peak Way. A man reported that gas had been siphoned out of his truck on Pikes Peak Way, near Tupelo Drive. No suspect information was known. Disposition listed: “on line report.”

    3:20 p.m., Verbal Disturbance, K’s Quik Mart at Auburn/Kanai. A man inside a dumpster was reportedly yelling at a minor for an unknown reason and then threw an object at the minor. Medical assistance was declined. Disposition listed: Gone on arrival.

    5:10 p.m., Assault, Mauana/Feliciter. A passenger reportedly got out of a silver SUV that was driving near Sayonara Drive and then tried to jump back into the vehicle through an open window. The vehicle then drove off with the man “half hanging out of the window.” The caller said a fist-fight may have occurred in the vehicle, and a child was also possibly inside. Disposition listed: “unable to locate.”

    April 17, 2017: Total of 56 incidents listed.

    4:17 p.m., Assault with a weapon, Sunrise Boulevard. Police were advised that a man in a blue Toyota Camry was “trying to hit a female with his vehicle” on Sunrise Boulevard. He reportedly hit and assaulted the woman. Disposition listed: “unable to locate.”

    8 p.m., Disturbance, Vintage Oaks Senior Apartments on Stock Ranch Road. A female resident at the senior apartments told police her neighbor was being loud and was bothering her “and her cat.” The neighbor reportedly stomped around with the purpose of annoying her. Disposition listed: cancelled.

    6:06 p.m., Petty theft, nail salon. A mother reportedly left her 7 and 15-year-old daughters to have their nails done at Nail Innovations salon on Auburn Boulevard. Upon returning, the mother did not go into the store and wanted her daughters to come out to her. The trio then left without paying.

    9:15 a.m., Vandalism, Chevron. An angry female customer reportedly drove off after throwing a squeegee at the front door of the Chevron at Auburn Boulevard and Greenback Lane. The incident allegedly caused a crack to appear in the glass.

    3:40 p.m., Assault with a weapon, Mariposa Ave. A woman was reportedly screaming in the parking lot of San Juan Park. She had possibly been hit in the face with a pole, but was not answering any questions.

    10:04 p.m. Petty theft, Raley’s. Several theft suspects reportedly left the Raley’s store on Lichen Drive with $800 of merchandise. The suspects drove off towards Antelope Road in a blue truck.

    10:10 p.m., Disturbance loitering, Wendy's on Antelope Road. A homeless man was reportedly "laying on the ground" near the drive-thru speaker at Wendy’s and was yelling at customers. 11:09 p.m., Vehicle burglary, Oak Ave. A caller said an interior light was observed on inside a truck on Oak Avenue just before 11 p.m. The occupant(s) sped off in a white 1996 Chevy Silverado after seeing the caller. The door of the truck was reportedly pried, but nothing was missing. The caller said the suspect vehicle was known to the area and listed three prior incidents that had gone unreported. The suspect was described as a woman in her twenties or thirties, with a baby in a stroller.     7:21 p.m., Fraud/Forgery, Lauppe Ln. A caller said he attempted to rent a duplex in Roseville online and had deposited a $2,000 check into a Chase bank account as a deposit for the rental. He then told police he “can no longer get ahold of the subject allegedly renting the duplex” and believes it was a scam. Disposition listed: report taken.

    3:22 p.m., Intoxicated person, Safeway Center. An intoxicated transient in his 70’s was issued a citation by police after being reported in front of Lauderland on Greenback Lane.

    8:14 p.m., Stolen vehicle, Starbucks. A caller reported a green 1997 Honda Accord had been stolen sometime after 3 p.m., while parked at the Starbucks inside Barnes & Noble on Sunrise Boulevard. Disposition listed: report taken.

    8:24 p.m., Burglary, Longford Dr. A caller said she had just gotten home and reported her house had been ransacked and was missing a couch, microwave, and several other items. Entry had been made through windows. The caller also advised that a male had recently come up to her with a flashlight and asked for her name and who lives at the home.     9:16 p.m., Domestic violence, Indian River Dr. A 12-year-old caller told police that her dad was very drunk and was inside "getting physical" with her mom. The caller was described as being very scared and said the dad wouldn't let her mom take their 2-year-old baby. Disposition listed: assisted. 10:45 p.m., Assault, 7440 Club. An individual trying to break up a disturbance issue inside the bar two days earlier reportedly ended up with a broken nose and sprained knee after being head-butted.     8:09 a.m., Homeless camp, Auburn Blvd. — A homeless camp with tents and “lot of property” was reported in the creek area directly behind the Ultimate Detail & Paint Restoration on Auburn Boulevard. Disposition listed: assisted.

    12:10 p.m., Domestic violence, Shadow Ln. — A caller said two men had approached him and taken his prescription medications from his pocket while he was walking through the Autumn Ridge Apartment complex on Shadow Lane the day before. He said he felt threatened due to their size and said they were suspects from the theft his neighbor had reported the prior day (likely a medical marijuana theft listed on 3/2). The caller further stated that “the female resident of neighboring unit is assaulting her fiance.” He said the fiance had lifted his shirt the prior day and showed him bruise marks “that the female had caused.” He said the unit also has a lot of suspicious activity, likely drug-related.     11:49 p.m., Noise disturbance, Dewey Dr. — A caller reported an ongoing problem with a resident “making a lot of noise in the backyard,” sounding like something being banged with a hammer. The caller said it was a frequent occurrence around midnight, occurring for about 30-40 minutes and then starting again. Disposition listed: advised.
