The Civic Minute: what’s happening at Citrus Heights City Hall? (Sept. 26)

During the Citrus Heights City Council’s Sept. 26 meeting, city leaders will begin with a closed session to discuss labor negotiations, followed by a public meeting at 7 p.m.

Here’s a brief summary of what’s included in the 81-page agenda packet:

SPECIAL MEETING (6:30 p.m.)

Closed Session. City Manager Christopher Boyd, along with City Council members, will hold a conference with labor negotiators from the Citrus Heights Police Officers Association, the Citrus Heights Police Employees Association, and unrepresented employees. No further details are listed.

REGULAR MEETING (7:00 p.m.)

  • Mosquitoes. A presentation will be made by the Sacramento-Yolo Mosquito & Vector Control District, likely relating to heightened spraying activity after the discovery of an invasive species within city limits.
  • $310k housing grant. City staff are requesting that council members approve the submission of an application for $310,000 in funding from state SB 2 Planning Grant Program Funds. A staff report says funds are required to document the “potential of increasing housing” and would be used to develop the city’s Sunrise Mall Specific Plan and Environmental Impact Report.
  • $116k Pavement Management System. The City Council will consider awarding a $116,113 contract to the Point Richmond-based consultant NCE to update the city’s pavement management system and provide a way for the city to better track the condition of roads citywide.   • Purchasing Policy Update. Council members will consider adopting changes to the city’s existing purchasing policy. Among several changes, the proposed update drops a requirement for three bids to be received before authorizing purchases of $25,000 to $50,000 (excluding Public Works Projects), and also allows the city manager’s designee to approve such purchases rather than only the city manager. Contracts over $50,000 remain only at the City Council’s discretion to award. See existing policy. See proposed policy.
  • Public Hearings. None.
  • Building Codes and Regulations. The City Council will consider a staff recommendation to adopt changes to the city’s building codes to bring them into alignment with revisions in the California Code of Regulations, which are published every three years.
  • K-9 Unit. The Citrus Heights Police Department’s K-9 Unit will be formally introduced to the City Council.
