Citrus Heights council to vote on awarding contract for new 2.9-mile trail

The Citrus Heights City Council on Thursday will consider a staff recommendation to move forward with plans for a 2.9-mile trail through the city at a cost of more than $10 million.

According to a staff report, the city engineer’s estimate for a base bid on the project was $6.7 million, while the lowest bid came in at $8.4 million from Central Valley Engineering & Asphalt. The council is being asked to approve total funding of $10.4 million for the project’s various components, which includes a 10% contingency of $846,600 and other costs.

The staff report attributes higher costs to inflation, supply chain, and labor shortages. Three other bids came in at higher amounts, with the highest bid at $11.8 million.

Funding for the project primarily comes from a $3.5 million recreational trails grant, a $2 million state active transportation grant, and a zero-interest $2 million loan from the Sacramento Area Council of Governments to provide “gap” funding. Additional funding sources include Measure A, Storm Water Utility funds, and various other funds.

The Arcade-Cripple Creek Trail, formerly known as the Electric Greenway Trail Project, will connect multiple parks, schools and residential areas in the northeastern part of the city.

The 10-foot-wide, multi-use trail will travel from Wachtel Way through a residential neighborhood, continue over to Woodside K-8, and then pass through several parks before concluding in the Sunrise MarketPlace shopping area.

The project also includes a new signalized crossing on Fair Oaks Boulevard, pathway lighting, sidewalk and curb installation on a portion of Oak Avenue, drainage and landscaping improvements, as well as traffic signal modifications.

The City Council will meet Thursday at 6 p.m. to vote on awarding the construction contract and other related matters.
