By Sara Beth Williams– On Wednesday, the City Council will be asked to approve a Consolidated Annual Performance and Evaluation Report, which serves as an annual evaluation of the progress and implementation of programs and activities under the federal Community Development Block Grant (CDBG) program. The item is a consent calendar item, meaning it will not be discussed unless a council member pulls the item for individual consideration at the beginning of the meeting.
CDBG funding is primarily used to assist low-income households, especially seniors, youth, people experiencing homelessness, and people with disabilities, according to the city.
According to the report, the city received $586,761 in CDBG entitlement funds in 2024 and expended just under $190,000 of the during the 2024 program year. Additionally, the city has around $593,000 in unexpended funds from prior program years, the report says.
The drafted annual evaluation report is required by HUD each year in order for the city to continue receiving CDBG funding. The report describes the city’s progress in meeting its five-year goals and priorities outlined in the city’s 2020-2024 Consolidated Plan, which was adopted in October 2019.
According to a staff report, some highlights of the report include:
- Collaborating with several nonprofits to implement essential programs and services to address food insecurity and youth engagement
- Providing housing assistance through a telephone and internet-based Renters Helpline
- Implementing capital works projects such as the Dewey-Van Maren Lane Enhancement Project
- Approving a new 2025-2029 Consolidated Plan in October 2024 to continue addressing the needs of low-and-moderate-income populations by allocating funds for housing, public services, and infrastructure projects
The staff report says a public notice announcing the availability of the drafted report was published in The Citrus Heights Messenger on Feb. 14. The draft report has also been made available for public review during the 15-day public comment period from March 2-17, 2025. Copies of the draft report were made available for public review at designated locations, including the Sylvan Oaks Library and at Citrus Heights City Hall, as well as on the city’s website.
Any written comments or questions will be responded to by staff and included in the final report submitted to the U.S. Department of Housing and Urban Development (HUD).
The city expects to receive about $600,00o in CDBG funding for the next fiscal year. The drafted Consolidated Annual Performance and Evaluation Report can be read here.
Those wishing to make a public comment during the meeting can do so by attending the council meeting on Wednesday, March 12, at City Hall at 6 p.m., or by submitting a written comment beforehand via the city’s website. The deadline to submit comments online is 4 p.m. on the day of the meeting. City Hall is located at 6360 Fountain Square Drive.
