The Civic Minute: What’s happening at Citrus Heights City Hall?

The Citrus Heights City Council will meet this Thursday to take up matters relating to city finances, housing and other items.

A summary of what’s included in the 306-page agenda packet for March 9 is listed below. The meeting begins at 6 p.m. at Citrus Heights City Hall.

Proclamations. Thursday’s meeting will begin with a pair of proclamations, with one naming March as Women’s History Month and the other proclaiming March as Red Cross Month.

Quarterly Treasurer’s Report. A quarterly report is slated to be received and filed by the council, showing the city’s cash and investments at $40,795,559, with the majority of the funds earning an interest rate of 2.07% through Local Agency Investment Funds. The city’s total interest earnings for July 1-Dec. 31 last year is shown at $346,601.75.

Investment Policy. The council will consider a staff recommendation to make several dozen changes to the city’s investment policy for the current fiscal year, with staff citing best practices and legal updates as the reason for most changes.

Financial Report. The council will consider receiving and filing the past fiscal year’s Annual Comprehensive Financial Report. The report shows an increase of $1 million in sales tax revenue was received during fiscal year 2021-2022, and a net decrease of $3.1 million in long-term liabilities due to the the city paying off its line of credit in full.

General Plan. City Council members will consider accepting a General Plan Annual Progress Report from city staff, which will then be sent to various state planning agencies. The report provides an update on housing and assesses progress on implementing the city’s General Plan. Major housing projects like Mitchell Farms, Northridge Grove, and Wyatt Ranch are noted, as well as the commercial redevelopment at Sunrise Village.

Zoning Code Updates. An item for zoning code updates includes a recommendation for the item to be moved to the March 23 council meeting and does not have any accompanying information listed in the agenda packet. The topic is likely code updates heard by the Planning Commission last month that address housing, parking and food trucks. Fiscal report. The council will hear a mid-year budget and financial forecast update from the city’s administrative services director and finance manager. Proposed amendments show a projected net increase of $1.1 million in the city’s General Fund revenue this year, with increases attributed to sales tax, property tax and transient occupancy tax revenue all being higher than anticipated. The city is also anticipating to receive $11 million in motor vehicle “in-lieu” fees, which is more than $700,000 over the anticipated amount.

A routine “second reading” of an ordinance banning the parking of commercial vehicles on all streets within the city is also on the agenda. The council voted 3-0 in favor of the ban in February.
