The Citrus Heights City Council will meet Thursday to consider approving a $10,000 grant request to bring a traveling 375-foot veterans memorial wall to Citrus Heights, as well as vote on formal adoption of a list of objectives to accomplish over the next six months and consideration of other items.
A summary of key items on the 125-page agenda packet for the Nov. 10 meeting of the City Council is included below:
Presentations. The meeting will begin with a series of three proclamations recognizing the retirement of a key figure in the Sunrise Christian Food Ministry, as well as recognition of Law Enforcement Records Appreciation
Day and Lung Cancer Awareness Month.
Amended Salary Table. The council will consider approving an amended salary table with revisions to five police officer positions and “extra-help” positions. Changes include moving a Police Office Reserve Level III position from being an unpaid volunteer to being a minimum wage job. A staff report says the changes will have no fiscal impact due to the positions being funded as part of a pool previously allocated for in the budget. Funding for police recruits will be covered by vacant officer positions.
Strategic Planning. The council will consider formal adoption of six-month strategic planning objectives to be accomplished by May 1, 2023. The objectives were drafted during the council’s Strategic Planning retreat last month. A full list of objectives is included in the meeting’s agenda packet, available online.
Grants. The council will consider approving a request for proposals to create a three-year comprehensive grant strategy. The strategy seeks to prioritize needs and conduct extensive research for the most applicable grants available to fund priority projects and focus areas.
Metro Cable. The City Council will consider a staff recommendation to remove the expiration date of Dec. 31, 2024, for the Sacramento Metropolitan Cable Television Commission Joint Powers Agency. Without action, the commission would sunset at the end of 2024. Several other changes regarding membership qualification for cities to earn a seat on the commission’s board and other changes are proposed. A staff report says the city received $613,020 over the last fiscal year from franchise fee revenue distributed by Metro Cable.
Fire Prevention. The council will consider approving a staff recommendation to adopt the 2022 California Fire Code, with several amendments requested by Metro Fire. Changes include “increased signal strength for first responder radios, reduced fire areas for all occupancy types in regards to fire sprinkler requirements for consistency (and) installation of water supply prior to commencement of construction.”
History & Arts Grant. Approval of a request for $10,000 in funding from the American Legion Post 637 will be considered by the City Council. Funds would come from the city’s History & Arts Grant Program, which has $20,000 allocated to it for the current fiscal year. Funds would go towards “The Wall That Heals” project, which is a traveling 375-foot-long, 7 1/2-foot high replica of the Vietnam Veterans Memorial, located in the nation’s capitol. A staff report says the wall and a mobile education center is proposed to come to Citrus Heights for one week in March, 2023.
Holiday Cheer. The Citrus Heights Police Department will give a report at the end of the meeting regarding this year’s Operation Holiday Cheer program, benefiting families who have suffered a recent hardship.
