Citrus Heights council members will meet at 6 p.m. this Thursday to discuss a cost of living pay increase for most city staff, as well as provide direction on a multi-year plan to repave city streets and review a staff report for possible annexation of several areas just outside the border of the city.
A summary of key items on the 223-page agenda packet for the Sept. 22 meeting of the City Council is included below:
Presentations: The council meeting will begin with a trio of presentations, including the introduction of a recently published book “Becoming the City of Citrus Heights: The History of a Unique Incorporation.” Other presentations will honor the Kiwanis Club’s 50th anniversary and recognize September as Prostate Awareness Month.
Conflict of Interest Code. The council will consider a staff recommendation to approve a biennial update to the city’s conflict of interest code, which governs what disclosures of economic interests are required to be made public by certain city employees. The only changes appear to be updates to a list of designated positions in the city, which have recently changed names or have been eliminated.
Pay increase. The City Council will consider approving a 3% Cost of Living Adjustment for most city staff, retroactively effective on July 3, 2022. The recommendation also includes an additional one-time payment of 3% of salary. The total cost is expected to be around $290,000 for the current fiscal year, which will be absorbed largely by projected salary savings of $277,000 due to position vacancies, according to a staff report.
Annexation. The council will review a staff report on the potential annexation of several areas just outside the border of Citrus Heights and will consider providing staff with direction on whether to proceed with further actions related to annexation. Pavement Restoration Plan. The council will review a staff presentation and provide staff with direction on developing long-term planning of a city-wide pavement restoration plan. A staff report shows the city is projected to spend $5.4 million in roadway repaving during the next fiscal year, and about $7.5 million the following year. The council will consider options for prioritizing streets and provide staff with direction.
Community grants. The council will consider approving guidelines for a community projects grant program for local nonprofits, with $50,000 in funding from the American Rescue Plan Act.
