Homeless services. Fee increases. Red light cameras. Fireworks. Police funding. School board elections. Those are some of the topics on the agenda for the Citrus Heights City Council on Thursday night.
Here’s a brief summary of what’s on the council’s 340-page agenda packet for June 24:
Red Light Cameras. The council will consider whether to approve a five-year contract renewal with Redflex Traffic Systems to provide red light camera services for a renegotiated fee of $492,000 per year. The item is listed under “consent calendar” which means a council member must pull the item from the agenda for discussion. Homeless Services. The council will consider a staff recommendation to approve a five-year contract with Sacramento Self-Help Housing to continue the Homeless Navigator program in Citrus Heights. $1.9M Arborist Contract. The City Council will consider a staff recommendation to approve a $1.9 million five-year contract with West Coast Arborists, Inc., to provide on-call tree care and consultant services through 2026. According to a staff report, only one proposal was received.
Fee Increases. A public hearing will be held regarding proposed fee increases expected to generate $150,000 per year. The most significant increase would be a 10% increase added on to certain building permits, with 6% added to cover costs to update the General Plan every decade and a 4% technology fee to offset costs for permitting systems, according to a staff report.
Police Budget. $5.3 million in funding from the American Rescue Plan is proposed to go towards the Police Department, with funds split over the next two fiscal years. The council will formally vote on whether to amend the department’s current budget, which slashed police funding to make up for a deficit.
Business District. A staff recommendation asks the council to formally adopt a resolution calling for a public hearing on Aug. 12 regarding a 3-year renewal of the Sunrise MarketPlace Business Improvement District. The district recently announced it had met and exceeded a required 50% threshold of support for renewing the district.
SB 1 Gas Tax funding. The council is slated to take formal action listing an expenditure plan for the anticipated $1.5 million the city is expected to receive from Senate Bil 1 funds, for road repair. A staff report indicates a full list of streets to be repaved is pending.
Fireworks. The council will consider adopting a proposed urgency ordinance that would enable law enforcement to cite individuals hosting events where illegal fireworks are set off. School Board. The council will discuss and take possible action to support an effort to create seven electoral district in the San Juan Unified School District, with each trustee being elected by district instead of at large. No staff report is included for the item in the agenda packet.
Report. A staff report will be made at the conclusion of the meeting regarding the city’s Permit-Ready Accessory Dwelling Unit Program.
