The Citrus Heights City Council will meet Thursday night to vote on a several contracts relating to a 2.9-mile trail project, police communications and other items.
Utility Locating Contract. The City Council will consider approving a contract with Pacific Coast Locators for utility locating and marking services, which are required to be offered when responding to contractor requests who seek for underground utilities to be marked prior to beginning any digging work. A staff report says the baseline annual contract amount is $11,500 per month, with a cap of 150 locates per month.
Commercial recycling. A routine “second reading” will be held to approve amendments to the city code relating to new state laws requiring all businesses to comply with mandatory organics recycling and targets related to organic waste recycling. During a first reading, council members directed staff to write a letter opposing the new mandates, although the council opted to comply to avoid fines being imposed on the city.
Trail project. The council will consider increasing an $880,000 contract with GHD, Inc., to $957,000, for services related to the Electric Greenway Trail Project. The council will also consider approving a staff recommendation to submit an application for a $178,000 grant from the California State Parks to fund the trail project, using money from the Parks and Water Bond Act of 2018 (Prop 68). Police Communications. The City Council will consider a police recommendation to renew a license agreement with the Sacramento Regional Radio Communications System, which provides two-way voice radio communications that can also operate with other regional public safety agencies. The cost to the city for the current year was $70,950. According to a staff report, the alternative of opting out and creating a separate communications system would come at an “enormous” cost.
Cardroom Ordinance. The council will consider a staff recommendation to delete a “sunset provision” in the city code that establishes when cardrooms in the city will be prohibited. The ordinance is currently set to expire at the end of this year.
The council will also select voting delegates and alternates for the League of California Cities Annual Conference, which will be held virtually this year due to COVID-19. Discussion will also be made regarding proposed resolutions to be presented at the conference.
The Sept. 10 City Council meeting will be held online via Zoom, with members of the public able to comment by using the “hand raise” function or dialing *9 if joining by telephone.
