Citrus Heights leaders to discuss Sunrise Mall future, housing

The Citrus Heights City Council along with members of the Planning Commission will hold a rare joint study session Thursday night to discuss the future of Sunrise Mall, followed by a regular council meeting.

The joint study session will be held March 12 at 5 p.m. A meeting agenda indicates the session will focus on Sunrise Mall, with the presentation of a market analysis and specific plan update for the mall.

City Spokeswoman Nichole Baxter said last month that a draft timeline for the “Sunrise Tomorrow” project called for concept options for a re-imagined mall area to be presented during the joint study session, followed by another community workshop in May or June where a “preferred concept” will be presented to the public.

The study session will be followed by the council’s regularly scheduled meeting at 7 p.m., in City Hall. A summary of agenda items of note is included below:

SmaRT Ride
Sacramento Regional Transit will provide the City Council with an update presentation on the agency’s on-demand transit program, which first launched as a pilot program in Citrus Heights two years ago.

Transportation Funding
The City Council will consider approving a staff recommendation to authorize the city to claim Transportation Development Act Local Transporation Fund apportionments for funding bicycle and pedestrian-related planning and capital projects in Citrus Heights.

Housing Funding
City staff are seeking approval from the City Council to pursue a $300,000 “LEAP” grant from the California Department of Housing and Community Development. According to a staff report, Local Early Action Planning (LEAP) grants offer funding and technical assistance to local governments “to help prepare, adopt, and implement plans and process improvements that streamline housing approvals and accelerate housing production.”

City staff are proposing a plan that includes promoting and developing pre-approved designs for accessory dwelling units (ADUs), which would streamline the process for increasing ADU housing in Citrus Heights. The proposal also includes funding a portion of the plan for Sunrise Mall and various other updates.

General Plan
The council will consider a staff recommendation to formally accept a 2019 General Plan Annual Progress Report, showing progress on the city’s 66 development goals laid out in its General Plan. The report is required to be annually submitted to the Governor’s Office of Planning and Research, as well as the Department of Housing and Community Development. The 32-page report can be viewed in the council’s agenda packet.
