City Council to hold public hearings, discuss plans for Old Auburn Road

The Citrus Heights City Council will participate in a study session Thursday night regarding plans for Old Auburn Road, followed by a pair of public hearings regarding public safety services and a proposed shopping center remodel.

The council will meet for its special study session at 6 p.m., which is open to the public, followed by a regular council meeting at 7 p.m. Both meetings will be held in the council chambers at City Hall.

Here’s a brief summary of what’s on the agenda for the Feb. 27, 2020, City Council meeting:

Study Session: The council’s 6 p.m. study session will address plans for Old Auburn Road, where the city has been developing a “Complete Streets Plan” over the past year. Additional details are not included on the agenda, but study sessions typically involve presentations by city staff who are seeking input and direction from the council.

Public Hearings
The Sunrise MarketPlace, which is a property and business improvement district (PBID) made up over more than 400 businesses in the Sunrise-Greenback corridor, is requesting the City Council approve a revision to the PBID’s management plan to allow for “budget allocations and services to include public safety services.”

The council’s agenda packet includes a management plan for the district that says “a regular patrol schedule will be established to serve properties throughout the District….The patrol will seek to serve as both a deterrent by creating a visible presence, and a respondent to incidences that occur.” Potential services listed include “a security navigator, lot cops, drones and bait material.”

Funding for PBID’s come from assessments on each property in the district, paid for each year through property tax bills for those within the business district. A city staff report says “there is no immediate fiscal impact” to the city.

The council will also hold a public hearing and final vote on a proposal by Merlone Geier Properties to renovate and expand the 15-acre Sunrise Village Shopping Center, located at the northwest corner of Sunrise Boulevard and Madison Avenue.

The plan includes extensive facade improvements on buildings in the center, along with the addition of about 17,000 square feet of commercial space. The existing former Coco’s Bakery building is to be demolished and replaced with a 5,500-square-foot building with a drive-thru.

The proposal was unanimously voted on by the Planning Commission last month, who sent a recommendation for approval to the City Council.

The council is asked to adopt a “negative declaration” resolution finding the project will not have a significant effect on the environment — in accordance with the California Environmental Quality Act (CEQA) — as well as approve a design review permit, a use permit for the drive-thru, a tree removal permit and an exception to the city’s sign regulations to allow prominent archway signs to be installed at two entrances to the center. An amendment to the zoning code regarding allowable wall signage is also proposed.

The City Council’s Feb. 27 meeting will also conclude with a mid-year budget review and report on the city’s 10-year budget model. To view the full 234-page City Council agenda packet, click here.
