Should reducing homelessness rank as a higher priority for the City of Citrus Heights than filling potholes or providing 9-1-1 emergency services?
Finding out how residents think about these priorities is the topic of a new online survey of residents, which the City of Citrus Heights says is the “largest survey in its history.”

The short, four-question survey asks residents to rank a list of eight priorities in the order of importance, with items ranging from providing police services, to reducing homeless and repaving streets. Residents are also given space to provide feedback on the city’s priorities and suggestions for additional service priorities.
In a Dec. 31 post on Facebook, the city said its goal in launching the survey is to “ensure we’re aligning our efforts with your priorities.”

The survey is a followup to the city’s 2019 survey of 400 voters, conducted in July by the Oakland-based EMC Research group. That survey showed how voters ranked 19 different priorities. The latest survey appears to have narrowed that list down to the eight highest-ranking priorities, with the lowest ranking options dropped from the list.
Low ranking priorities that do not appear on the latest survey include providing job opportunities, senior citizen programs, and increased public transportation options.
The highest-ranking priority from the 2019 survey was “keeping Citrus Heights city government transparent and accountable,” followed by “providing 911 emergency response services,” each of which received a ranking of “very high priority” by more than 70 percent of those surveyed.
