New playground equipment. Security cameras. Development fees. Public hearings. $2 million contract. Those are some of the topics on the agenda for the Citrus Heights City Council’s Aug. 8 meeting at City Hall.
Here’s a brief summary of what’s included in the 251-page agenda packet:
Proclamation. The City of Citrus Heights will issue a proclamation recognizing Rhonda Sherman for her work as the city’s community services director. Sherman announced earlier this year that she would be retiring.
Development Fee Study. The City Council will consider awarding a $98,300 contract to Economic & Planning Systems, Inc., for the purpose of assessing three of the city’s development impact fees. The fees are imposed on new construction in the city and have not been revised in 15 or more years, according to a staff report. The study would seek to document “the linkage between fees charged and the impacts of new development,” as required by state law.
$2M Citywide Landscape Maintenance Contract. The City Council will consider a staff recommendation to approve a new six-year contract with BrightView Landscape Services, Inc., to provide landscape maintenance and watering services citywide. The total contract is listed at $2.06 million, with the first year budgeted for $325,000. Three other bids were submitted, with the highest proposal listed at $2.43 million, by Crossroads Facility Services, Inc. The majority of funds for the contract will come from gas tax revenues, according to a staff report.
Public Hearing. A public hearing will be held regarding a proposal to update the city’s Affordable Housing Zoning Code. A city staff report says the update is needed to bring the code into accordance with several new state laws relating to affordable housing incentives. (See full proposal)
Additional public hearings will also be held regarding annual updates for various landscape and lighting assessment districts in the city. Assessment districts are areas with special fees tacked onto property taxes for certain parcels in the city to cover specific maintenance of areas associated with those parcels.
Park Facilities Impact Fee. The City Council will consider a funding request to authorize $90,000 in Park Facilities Impact Fee Funds for improvements to Rusch Park. A total of $86,000 would go towards replacement of new playground equipment near the covered reservation area and another $4,000 would go towards installing security cameras at the park.
