A 61-year-old Citrus Heights woman on Monday was sentenced by a federal judge and ordered to pay $490,000 in restitution and serve a 24-month prison term for embezzling money during a six-year period while employed as a union treasurer.
According to a U.S. Department of Justice news release this week, the woman, Susan Elizabeth Kyle, admitted to using her position to “issue unauthorized payments to herself on a weekly basis” while serving as treasurer of a labor union for East Bay Regional Park District employees, from 2008 to 2014.
In her position she would verbally authorize the union’s payroll processing company to issue payments for payroll expenses, including the unauthorized payments to herself. She then “prepared reports that did not reflect the true expenditures” in order to conceal her fraud, the DOJ news release stated.
Authorities said Kyle admitted to stealing “at least $490,338 from the Union as a result of this scheme.” She also pleaded to abusing her position of trust as treasurer of the labor union.
Kyle plead guilty in October last year, with her sentencing handed down by U.S. District Judge Haywood S. Gilliam, Jr., on Feb. 4, 2019.
At Kyle’s sentencing hearing, Judge Gilliam said her crime had a “devastating effect” on the union and said she had caused a “massive amount of harm,” the news release said.
Kyle is ordered to “self-surrender” by March 18, 2019, to begin her prison sentence. Following the completion of her prison sentence, she will also be under 36 months of supervised release.
