A new 32,000-square-foot assisted living and memory care center is set to break ground in October on Greenback Lane, near Dewey Drive in Citrus Heights.
Developer Quantum Care Place CH LLC has secured $14.3 million in funding for the Oars Senior Living Center, according to CEO Shelton Duruisseau. Located at 6550 Greenback Ln., the 63-bed facility was approved by the Citrus Heights Planning Commission in June 2017.
“It’s an honor to partner with the City of Citrus Heights in providing expanded senior living options as well as bringing jobs and services to the community,” Duruisseau said.
The Oars envisions a “fresh perspective” on good Person Centered Care, a company news release said. It noted the project is a collaboration of experienced and tenured senior living experts.
Duruisseau owned three assisted living facilities near Carmichael before investing with Quantum Care, the Sacramento Business Journal reported on Monday. He worked for UC Davis Health for 32 years, and his post before retiring in 2012 was vice chancellor of diversity and inclusion and chief external affairs officer.
The Oars will conduct round-the-clock care for residents, including those with dementia and Alzheimer’s. The center’s footprint is designed to maximize resident observation and provide increased safety and engagement.
The Oars will offer a visiting concierge physician and other professionals, who will provide home health care, physical therapy, occupational therapy, speech therapy, podiatry and dental services.
Demand for such centers is growing, Duruisseau told the Business Journal in March. The Citrus Heights facility is the first of up to six senior living centers Quantum is planning for the Sacramento area. About 1,100 beds are needed to fill the need for senior living and memory care in the region, he said.
Two more senior living developments by Quantum Care are currently in planning stages. One is a 66-bed, 60,400-square-foot facility off of White Rock Road in El Dorado Hills, which includes a 4,000-square-foot medical office building. Developers are also eyeing properties in Elk Grove.
Quantum expects an 11-month build-out for The Oars, with an opening by early fall 2019. The facility will be built by Wells Construction, Inc.
In deliberating the project last year, the Citrus Heights Planning Commission reviewed such issues as drainage, parking and traffic. Following a public hearing where concerns were raised from several community members, commissioners required an 8-foot tall masonry wall to provide security and privacy for residents who live adjacent to the 2-acre vacant parcel.
Plans also include 27 parking spaces and decorative LED light fixtures for the parking lot, driveway and building exterior.
In 2015, the Planning Commission also approved another memory care center on Sunrise Boulevard, near Highland Avenue. It opened in 2016 and offers a 32,000-square-foot floor plan, with 48 beds.
Another 74,000-square-foot assisted living facility at 8220 Sunrise Blvd. was also previously approved by the City, but no development at the site ever took place. After the project received a final one-year extension in January 2017, the extension expired and the City’s Planning Division no longer considers it to be a project.
