On Thursday, the U.S. Department of Justice announced the arraignment of a 25-year-old Citrus Heights man on charges related to alleged receipt of child pornography. If convicted, authorities said he faces up to 40 years in prison and a $250,000 fine.
In a news release, U.S. Attorney McGregor Scott said the suspect, Emanuel Mois, had appeared in court on May 3 on an indictment alleging he “knowingly received visual depictions of minors engaged in sexually explicit conduct between November 2016 and February 2017.”
Mois is currently being held in the Sacramento County Main Jail, where inmate records indicate he was taken into custody on April 5 and is being held without bail. The charges filed against him carry a minimum statutory penalty of 15 years in prison, but authorities said any sentence would be set “at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.”
The DOJ said Mois’ charges stem from a joint investigation conducted by the Citrus Heights Police Department and the FBI, along with assistance from the Roseville Police Department. The case was brought as part of Project Safe Childhood, a nationwide initiative launched more than a decade ago to combat child sexual exploitation and abuse.
The project is led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, and enlists the aid of federal, state, and local resources in order to “locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims,” according to Thursday’s news release.
