Citrus Heights police on Monday published an updated list of eight most-wanted suspects the department is seeking to apprehend for outstanding warrants, the majority of whom are new faces. Individuals pictured on the list range in age from 25 to 46 years old and are wanted for a variety of alleged offenses, including assault with a deadly weapon, harvesting marijuana plants, and possession of counterfeit license plates.
Citrus Heights police began releasing most-wanted lists last August, with the department stating that new faces are swapped in as arrests are made, warrants are cleared up, or more high-priority suspects are added. Sergeant Jason Baldwin previously told The Sentinel the lists are “working out very well” and have resulted in tips about suspects from the community.
Just two of the suspects on the April most-wanted list were also featured on the prior month’s list, Dustin Arrington and Frances Patik. Arrington is wanted for alleged burglary and theft, while Patik, the only woman on the list, is wanted on one or more fraud-related charges.

Dustin William Arrington, 31: wanted for alleged burglary and theft.
Frances Eileen Patik, 34: wanted on one or more fraud-related charges.
Christian Bonarrd, 39: wanted for alleged burglary, narcotics sales, and possession of counterfeit license plates.
Tehki Santiago Bill, 28: wanted for alleged assault with a deadly weapon.
Victor Castro, 35: wanted on charges of being a convicted felon in possession of a firearm.
Jose Rios Loya, 46: wanted for allegedly harvesting marijuana plants.
Ryan Scott Martindale, 25: wanted for alleged burglary and theft.
Vincent Xavier Vega, 30: wanted for alleged narcotics violations.
