Public meeting set to discuss Citrus Heights massage reg changes

In a step towards lifting the current ban on new massage permits in Citrus Heights, a public meeting has been scheduled by the City to discuss proposed regulation changes affecting local massage businesses and therapists.

The meeting is set for March 29 at the Citrus Heights Community Center, and attendees will have an opportunity to provide input on the proposed changes, according to a meeting announcement flier.

In Dec. 2014, the city council unanimously passed a moratorium affecting new or relocating massage businesses, citing prostitution, code violations, and the need for a comprehensive update to existing massage regulations in light of changes to state law. Once a set of new regulations are approved, the City says the moratorium will be lifted and new massage licenses will again be available.

The following six changes are listed on a flier published by the City about the upcoming meeting:

  • All new massage professionals will be required to hold a certification from California Massage Therapy Council (CAMTC).
  • Certified massage professionals must appear in person to register place of work and provide copy of certification prior to commencing work in Citrus Heights.
  • All massage establishments shall obtain a business license. Owners/managers not CAMTC certified require a special license that includes a Department of Justice background check.
  • Massage establishments and therapists in good standing with the City and holding a valid license for five years or more will be granted exemption from the updated requirements.
  • Massage professionals holding proper City licensing will have one license renewal period to obtain CAMTC certification.
  • Locations closed due to City action may not reopen as a massage business for a period of five years.
